BDA starts levying one-time fine for site allottees who haven’t built houses within 3 years, spares Arkavathy and Kempegowda Layout

The Bangalore Development Authority has begun levying a one-time penalty of 10% of today’s guidance value of the site, usually running into several lakhs, for those who have not built houses on their allotted sites for many years. A senior BDA official said that because each site’s penalty varies depending on the guidance value of the land in that area, the revenue generated through this method cannot be estimated. Site owners oppose the move Vasudev S. R., a site allottee in Sir M. Vishweshwaraiah Layout, who is yet to build a house on his site, said that for over a decade after he was allotted a site, BDA did not provide basic infrastructure, making it unviable to build a house there and by the time it did, he was well over 50 years of age and no bank gave him loans, scuttling his dream of owning a house. Civic activist Ashwin Mahesh said the BDA acquires land to form a new layout and justifies the acquisition as catering to urgent housing needs, but most layouts are still lying vacant.
