The tug-of-war between the Delhi Government and the LG became manifest through the following issues: Notification dated 21.05.2015 issued by the Ministry of Home Affairs stated that matter related to “services” fell outside the power of Delhi Government and that the LG should exercise the powers of Central Government in respect of “services”. The matters pertaining to “police”, “land” and “public order” were outside the domain of Delhi Government even as per the Constitutional scheme enshrined in Article 239AA3.
