Officials are planning for China's foreign minister to come to Australia for high-level talks within weeks as both countries prepare for Premier Li Qiang to make a state visit later this year. "If it's going to be a substantive meeting with Premier Li Qiang then yes, the Chinese foreign minister should come first," he said.
