New civil servants need to usher in a culture of access

The Union Public Service Commission recently published the results of the civil services examination held last year. Among the total of 1,016 selected candidates, 180 have been recommended for appointment to the Indian Administrative Services, 200 to the India Police Service, 37 to the Indian Foreign Service, and 599 to the other services. Neither charges of blatant political interference in day-to-day administration nor cases of corruption by public servants have diminished the allure of the services for the nearly three lakh youth who compete annually to join. The high levels of political corruption prevalent in almost all regions of the country are often cited as being responsible for the young officers falling prey to corruption early.
