Silver: Colts GM Chris Ballard has failed to live up to the team’s bold promises

Seven years and nine months ago, Chris Ballard took over as the Indianapolis Colts’ general manager. “I was thinking about this,” Colts owner Jim Irsay said at the podium, “and I think I can say it with some expertise and some wisdom … I really feel, to me, Chris is the best candidate for general manager that has come about so far in the 21st century.” On Tuesday, as he wrestled with the franchise’s latest apparent misstep at the sport’s most important position — emblemized by the benching of quarterback Anthony Richardson, the fourth overall pick in last year’s draft — Irsay was undoubtedly singing a different tune. Jim Irsay called Chris Ballard “the best candidate for general manager that has come about so far in the 21st century.” That line hasn’t aged well.
