There’s been a lot of talk in the past few days about what ‘opening up’ looks like, at 70 per cent or 80 per cent vaccination coverage. Open insofar as we hope to not need lockdowns to control outbreaks of COVID-19, but closed in that there’ll still be a lot of rules we need to follow. Our ‘clopening up’ starts with Phase B at 70% vaccine coverage, but the bigger changes come with Phase C, at 80% vaccine coverage. That could sometimes involve restrictions and public health measures The national cabinet endorsed plan doesn’t contemplate fully opening our borders until Phase D, although the plan does suggest flight restrictions might be dropped for fully vaccinated people from Phase C. Realistically, that *might* mean some international travel resumes toward the end of this year for fully vaccinated people.
