
Southern States pass joint resolution against draft UGC regulations; demand greater autonomy in higher education
The HinduA joint resolution passed at the national conclave on the draft UGC regulations of 2025 demanded its immediate withdrawal and highlighted concerns over key provisions, including the Vice-Chancellors’ appointment process, punitive measures for non-compliance, and the imposition of the National Education Policy, 2020. The resolution, unanimously accepted by Kerala, Tamil Nadu, Karnataka, and Telangana, asserted that the Draft UGC Regulations, 2025, severely curtail State governments’ authority by increasing Central control over State universities. This would disproportionately impact students from marginalised communities, reducing their access to higher education and hampering the State efforts to improve the Gross Enrolment Ratio. The Punjab Higher Education Minister had intended to join the discussions in Thiruvananthapuram, but had to cancel due to “technical issues,” according to Kerala Higher Education Minister R. Bindu.
