Laws and rules: On LDF bringing a Bill to remove the Kerala Governor

The Left Democratic Front government in Kerala is bringing a Bill to remove the Governor, Arif Mohammed Khan, as the Chancellor of State-run universities after repeated run-ins with him. Mr. Khan chose to put on notice Vice-Chancellors of 11 of Kerala’s universities last month, shortly after the Supreme Court of India set aside the appointment of the VC to the A.P.J. Abdul Kalam Technological University on the grounds that it had flouted University Grants Commission Regulations that prescribed that the search committee, constituted in line with UGC Regulations, recommends a panel of at least three candidates to the Chancellor. These rulings point to the immediate need for Kerala to review the statutes governing individual universities in the State recognised under Section 12 of the UGC Act of 1956 and bring them in line with the UGC Regulations given that the Supreme Court has upheld their prevailing over the provisions of State University Acts.
