The Delhi High Court on Monday issued a notice to the Delhi Government, Ministry Of Home Affairs and Assembly Secretary on a petition seeking the recent Delhi assembly session be declared unconstitutional.Justice Sanjeev Sachdeva was hearing a petition filed by Delhi lawyer Prashant Kumar Umrao.Advocate RP Luthra, counsel for the petitioner, argued that the present session of the. Advocate RP Luthra, counsel for the petitioner, argued that the present session of the Legislative Assembly has been called in utter violation of the Government of National Capital Territory of Delhi Act, 1991. According to the petitioner, Section 10 of the Government of National Capital Territory of Delhi Act, 1991, stipulates that at the commencement of the first session after each general election to the Legislative Assembly and at the commencement of the first session of each year, the Lieutenant Governor shall address the Legislative Assembly and inform it of the causes of its summons.
