Jamie Raskin took a moment to cheer Friday night on the steps of the Capitol following a much-anticipated vote in the House on what turned out to be a contentious back-and-forth on a spending bill to avert a holiday shutdown. Raskin jabbed his GOP colleagues, telling reporters he wanted to take a moment to "appreciate the fact that we've been able to stop another Republican shutdown of the government."
