Biden, in his final moments as president, had issued preemptive pardons to several individuals, including his family members - brothers James and Francis Biden, sister Valerie Biden Owens, and their spouses. These preemptive pardons were issued just minutes before Biden left office and were widely interpreted as an attempt to shield key figures from possible legal action under Trump's administration. Beyond the preemptive pardons, Biden had also commuted the sentences of nearly 2,500 individuals convicted of non-violent drug offences, a move the White House described as the largest single-day act of clemency in US history.
