Constitute working group for framing rules under anti-ragging Act, HC tells State
A special Division Bench of the Kerala High Court on Wednesday asked the State government to consider constituting a working group to formulate rules for implementing the Kerala Prohibition of Ragging Act. The Bench comprising Chief Justice Nitin Jamdar and Justice C. Jayachandran observed that the working group consisting of persons drawn from different disciplines could also consider whether amendments to the Act were necessary. The court also asked the Higher Education Secretary to state whether anti-ragging committees as contemplated under UGC regulations had been put in place at the university and institution levels. The Bench passed the orders on a public interest litigation filed by the Kerala State Legal Services Authority seeking a directive to the government to constitute district and State-level monitoring committees as mandated by the UGC and formulation of rules for implementing the Kerala Prohibition of Ragging Act.
