But despite a fall in overall cases - there was a low of 241,603 in 2020-21 during the Covid pandemic, when many shops were closed - the proportion of unsolved cases has continued to rise, peaking at 57 per cent last year, while the rate of suspects being charged or summonsed has fallen by a quarter in the past five years.
