Labour had 14 years to come up with a plan. Sir Keir Starmer has commissioned an incredible 67 official bodies to come up with proposals on everything from trade union powers and food advertising to urban planning and the right to buy. Sir Keir Starmer has been like a rabbit in the headlights since he entered Number 10, writes Daniel Hannan In 1979, Margaret Thatcher arrived in No 10 with well-honed ideas for deregulation, privatisation and fiscal repair work. But, as the Blairite minister Alan Milburn mournfully observes, when it comes to NHS reform, the Tories have volition but not permission, and Labour has permission but not volition. Not knowing what to do, Labour has lashed out at the kinds of people it doesn't like: business owners, pensioners, employers, private school parents and, above all, farmers.
