'Major disruptions': Legal expert flags 4 baskets of looming Trump activity

Writing for Lawfare, Wittes said those baskets are the Midnight Judges Basket, the Nominations Basket, the Day One Basket, and the Longer Term Basket. Wittes called this the "Midnight Judges Basket," which could include anything from pardons to clemency to "regulatory actions and policy shifts designed to make it harder for the new administration to make its own changes." The "Nominations Basket" refers to Trump's promises to supporters that he would include them in his Cabinet. "An executive order declaring that we are only doing America First trade now may be dressed up as policy, but it may not actually do anything," Wittes explained.
