Russia Says De-escalation Not a Ceasefire, Talks Have Long Way to Go
News 18Russia’s promise to scale down military operations around Kyiv and northern Ukraine does not represent a ceasefire, Moscow’s lead negotiator in talks with Ukraine said on Tuesday. Earlier, Russia had promised to significantly reduce military activity in Ukrainian capital Kyiv and the northern city of Chernihiv, as conflict talks between the two sides came to an end in Istanbul on Tuesday. Security guarantees and organising a ceasefire to resolve humanitarian problems were being discussed at talks in Turkey between Ukraine and Russia on Tuesday, an adviser to Zelenskyy said. Russia’s military signalled last week it would concentrate on expanding territory held by separatists in eastern Ukraine, but Ukraine said it saw no sign Russia had given up a plan to surround the capital.
