A father-of-two has said he will refuse to give in to 'extortion' after receiving a £500 fine for fly-tipping when high winds blew a cardboard envelope out of his bin. Martin Fielder was handed the fixed penalty notice after enforcement officers discovered the envelope near his home on Christmas Eve. The 47-year-old – who cares full time for his children, aged ten and 12 – refused to pay and sent his local authority evidence there were high winds the previous night, as well as photographs of foxes tipping over his bins.
