U.S. President Donald Trump is expected to invoke the Alien Enemies Act as part of his pledge to deport millions of people who are in the country illegally. The Alien Enemies Act was enacted in 1798 to combat spying and sabotage during tensions with France. President Woodrow Wilson used the act to bar citizens of enemies of the United States from possessing firearms and explosives, residing in certain areas and publishing certain materials, among other restrictions. On Jan. 20, Trump ordered his administration to prepare to implement the Alien Enemies Act if he decided that foreign drug cartels in the United States qualified as an "invasion" or "predatory incursion" -- criteria for invoking the act.
