California’s latest seven-day rate of new cases was 32.5 per 100,000 people, according to data from the U.S. Centers for Disease Control and Prevention. At a panel discussion hosted by the Sacramento Press Club, Dr. Mark Ghaly, the California Health and Human Services secretary, said he expected there would be enough Californians — and Americans — vaccinated by October that the risk of contracting the virus would be dramatically lower.
