India TodayThere has been a lot of hue and cry over the hefty monetary fines being slapped on the traffic violators following the implementation of the Motor Vehicles Amendment Act 2019 from September 1. A major excuse given by the motorists for not carrying relevant documents, including the driving licence and the vehicle registration certificate, is that they simply 'forgot' them. As many as 63 provisions of the Motor Vehicles Amendment Act 2019 came into effect from the beginning of this month and important among them are those related to enhanced penalties. An amendment to the Central Motor Vehicles Rules, 1989, by the Ministry of Road Transport and Highways last year removed the clause that the motorists need to carry hard copies of documents like vehicle registration certificate, insurance paper, pollution certificate and driving licence, among others.
