Why a railway 'paper leak' should worry one and all, and how it was plugged

Faced with the embarrassment of the Central Bureau of Investigation detecting a “paper leak” nexus in its departmental examination, leading to the arrest of employees on March 4, the railway ministry has decided to take away the powers of its 68 divisions to hold such exams. Promotion examinations under the new system will be held simultaneously across the country, and a nodal Railway Recruitment Board will cooperate with other boards to hold the examinations. Seventeen of these departmental candidatesall serving locomotive pilots employed with the railwayswere arrested red-handed for possessing surreptitiously obtained copies of examination papers, a CBI spokesperson claimed. The railway ministry’s action to centralise and standardise the examination process aims at regaining employees’ confidence in the promotion system in one of India’s largest organisations.
