Thiruvananthapuram, March 24 : Union Minister Pralhad Joshi Monday criticised Karnataka Deputy Chief Minister DK Shivakumar over his remarks on the Constitution, alleging that Congress has never "respected" either the Constitution or BR Ambedkar.
