Live LawThe Himachal Pradesh High Court on Friday directed the State Government to set up/activate the anti-suicide helpline number within three weeks. The court also directed for publication of the said helpline number in all English and Hindi newspapers through The background of the PIL The petitioner, through his plea, submitted before the court that there has been rise in number of suicides in the State of Himachal Pradesh especially in the year 2020 where the entire nation is facing COVID-19 pandemic and it seemed that the government failed to take effective steps to prevent the same. In this context, the petitioner, in the larger public interest prayed before the High Court that the respondent State may kindly be directed to implement The Mental Healthcare Act, 2017 and provisions thereof as well as The Right of Persons with Disabilities Act, 2016 and its provisions so that the duties which are enshrined under Part-IV of the Constitution of India Article 38 is achieved. Significantly, the Supreme Court in the month of June had issued notice to the Centre and the Insurance Regulatory Development Authority of India in a plea seeking for directions with respect to the violation of Section 21 of the Mental Healthcare Act, 2017 whereby insurers are bound to provide medical insurance for the treatment of mental illness.
