
HC asks working group to hold meet, come up with action plan on ragging issue
The HinduA Division Bench of the Kerala High Court on Thursday asked a 12- member working group headed by Additional Chief Secretary of Home department, constituted on the court’s directive for formulating anti-ragging rules to effectively implement the Kerala Prohibition of the Ragging Act and suggest amendments to the Act, to hold a preliminary meeting and come up with an action plan on the issue. The Bench comprising Chief Justice Nitin Jamdar and Justice C Jayachandran observed that the working group could take a call on whether inputs from experts from other fields are required and the working group could invite suggestions from such experts. As for the inclusion of a police officer in the group, the court observed considering the gravity of the issue, the court expected the the Chairperson of the group to call for a nomination of a police officer not below the rank of Inspector General of Police by the State Police Chief. When the petition filed by Kerala Legal Services Authority seeking to effectively enforce the ragging laws came up for hearing, the State government informed that a committee headed by the Additional Chief Secretary, Home department, and consisting of Law Secretary, Principal Secretaries and Secretaries of various departments and others had been constituted.
