There's bipartisan support for constitutional recognition of Indigenous Australians but how can it be delivered?

Vocal members of the Coalition have raced to talk down the idea of the constitution guaranteeing Indigenous Australians a say over their own affairs, as envisioned in the "voice to parliament" proposal. Delegates surprised some within the government when they strongly supported the "voice to parliament" concept — including an Indigenous advisory body in the constitution to comment on policies and legislation. Key figures in the former Turnbull government — including the former deputy prime minister Barnaby Joyce — described the "voice" proposal from the Uluru convention as a "third chamber" of Parliament. But delegates at Uluru pushed for the "voice", a commission to advance treaties, and a process of truth telling to inform Australians about historical events and injustices — far more ambitious demands.
