
University Amendment Bill to expand Pro Chancellor’s powers
The HinduThe University Amendment Bill, set to be tabled in the Assembly during the current session, will enhance the powers of the Pro Chancellor – a statutory position held by the Higher Education Minister – in State-run universities, even as it proposes new stipulations for the use of ‘‘emergency powers’’ by Vice-Chancellors. The proposed legislation will grant the Pro Chancellor the authority to seek explanations on matters concerning universities, require universities to comply with subsequent directives issued by the Pro Chancellor, and enable the Pro Chancellor to inform the Chancellor and university governing bodies about issues related to government policies. Syndicates will also be granted additional powers such as the establishment of Cluster of Colleges and Constituent Colleges, finalising academic collaborations with other universities and institutions, and creating new posts, subject to prior approval from the State government. The council will be empowered to determine eligibility for higher education and employment, adhering to University Grants Commission guidelines and other agencies’ norms.
