
Xi Jinping tells officials they are ‘being followed by shadows’ as he cracks down on corruption

Mr Xi gave his warning at a meeting of the Central Auditing Commission in May, but the previously unpublished speech was revealed in Qiushi, the leading Communist Party journal this week, the South China Morning Post reported. The purge of Gen Li followed the removal of Qin Gang, the foreign minister and an earlier shake-up of China’s top military leadership when Mr Xi removed two generals overseeing the country’s nuclear and missile arsenal – moves that reinforced the sense that even the top brass is under constant scrutiny. Auditing has traditionally been a common method used by the Communist Party to stamp out alleged corruption and Mr Xi established the Central Auditing Commission to strengthen the party’s power to enforce its policies. One month after the speech, the National Audit Office announced it had uncovered more than one billion yuan in “misconduct against financial discipline” by government departments including the foreign ministry, customs agency and central bank.
