Sharp decline in educational performance of districts: MoE report highlights
India TodayThe Ministry of Education's Performance Grading Index for Districts for 2020-21 and 2021-22, released on Sunday, reveals a notable decline in the performance of districts in school education during the Covid-19 pandemic. The indicators are grouped under six categories: Outcomes Effective Classroom Transaction Infrastructure Facilities and Student’s Entitlements School Safety and Child Protection Digital Learning Governance Process These categories are further divided into 12 domains: Learning Outcomes and Quality Access Outcomes Teacher Availability and Professional Development Outcomes Learning Management Learning Enrichment Activities Infrastructure, Facilities and Student Entitlements School Safety and Child Protection Digital Learning Funds Convergence and Utilisation Enhancing CRCs Performance Attendance Monitoring Systems School Leadership Development The districts are graded into 10 categories based on their performance across the various indicators: Daksh Utkarsh Ati-Uttam Uttam Prachesta-I Prachesta-II Pracheshta III Akanshi-3 NOTABLE FINDINGS 1. Grade-level improvement 194 districts improved their grade level in 2021-22 compared to 2018-19 7 districts had the highest performance with three grade jumps 23 districts improved by securing an upward shift of two grades 164 districts improved their grade by one level 375 districts remained in the same grade in 2021-22 as compared to 2018-19 158 districts' performance deteriorated in 2021-22 compared to 2018-19 2. Learning outcome indicator: 11 districts showed improvement by two or more notches 65 districts improved by one notch compared to 2019-20 90 districts improved their scores but remained in the same grade as 2019-20 3. Effective classroom transaction indicator: The one indicator where the maximum number of districts shifted to the top grade 613 districts showed improvement in scores 60 districts had over 20% improvement 124 districts improved their score by over 10%, resulting in grade level improvement 4.
