Jonathan Kaplan's referee's view: I have no idea why Australia's Reece Hodge was not red-carded for Peceli Yato tackle

Going into this tournament World Rugby have been very clear about contact with the head and what constitutes a red card under their new High Tackle Sanction framework. With that in mind I have absolutely no idea why Reece Hodge was not sent off for his tackle on Fiji’s Peceli Yato. The key for me was how Hodge kept his right arm straight, keeping it pointing straight down his side to almost ensure he could not wrap his arm effectively and that only his shoulder would make contact with the ball carrier. He duly made contact with Yato’s head, with the Fijian flanker forced off due to concussion as a result of the incident.
