
Rickmansworth man to be fined £24,000 over extension
Daily MailA man was horrified after he was slapped with a fine of £24,000 while building an extension to care for his ill stepfather - for forgetting one sheet of a planning form. Mark Walker, 45, was adding space to his home to care for 81-year-old stepdad John Robert, who is recovering from a heart condition, cancer and at least one stroke. But Mr Walker, who lives in Rickmansworth, Hertfordshire, was handed a Community Infrastructure Levy charge of £21,774.35, plus a surcharge of £2,500 by Three Rivers District Council, which he will have to pay upfront. Mr Walker had filled in the forms to apply for exemption from the charge, which was granted in October 2017, but the exemption was later removed because he forgot to return a one page document when he started work 'I thought common sense would prevail, but it doesn't and we're in a complete bind - the general message is that is the legislation and that's what it says. CIL was implemented as part of the Planning Act 2008 under Gordon Brown's Labour Governemnt The Community Infrastructure Levy is imposed by local councils to raise funds to help pay for schools or transport improvements when new homes and businesses are built.
