Erin Coughlan de Perez, a researcher at Tufts University's Feinstein International Center, who also works with the Red Cross Red Crescent Climate Centre, says emergency managers around the world are focused on that future. "Obviously that's important, but when those measures prevent people from getting the help that they need, then something is wrong and something needs to change," she says.
