What is New York's congestion pricing system? Will it help with traffic woes?

New York Governor Kathy Hochul has said that her state will begin implementing a congestion pricing system – the first in the US – from January 5. Reuters A group of five New York Republicans in the US House of Representatives this week urged Trump to kill the charge, asking him to end “this absurd congestion pricing cash grab.” Republican Rep. Sam Graves of Missouri, chair of the House Transportation and Infrastructure Committee, called the plan’s revival after the election a “blatantly political move” and said in a statement his panel “will consider all options to conduct the necessary oversight of this issue as we move forward.” Some New Jersey Democrats also oppose the fee and vow to fight it. “It’s not had the lasting effect on … increasing traffic speeds and improving the predictability of journeys,” professor Tony Travers, of the London School of Economics, told CBS News New York in June.
