Mr Shihab orchestrated the plot, the department said, “for the purpose of killing former President George W Bush in retaliation of Iraqi deaths during ‘Operation Iraqi Freedom.’” In a statement, Mr Bush’s office expressed the former president’s gratitude toward the FBI.
