Constitution not violated by skipping winter session of Assembly: Manipur minister

India Today

Manipur Law Minister Basanta Kumar Singh refuted the Congress's allegations and said that no constitutional provisions were violated by not holding the winter session of the Assembly. Addressing a press conference in Imphal on Tuesday, Basanta Kumar Singh said that the state government always made "full efforts" to implement the mandatory provisions of the Constitution and the Manipur Assembly. He said that according to Article 174 of the Constitution, the Assembly should have at least two meetings every year and there shouldn't be a gap of six months between both sessions. The minister further clarified that under Article 17A of the Manipur Assembly, the House is required to hold three sessions annually, subject to Article 174 of the Constitution.
