Policy easing SOE funds for start-ups a welcome move

Reports say that the latest move allows State-owned enterprises to establish venture capital funds to invest in start-ups that feature four characteristics, namely early-stage, small-scale, long-term investments and hard technology. Central enterprise venture capital funds could be extended for a duration of 15 years, nearly double that of general equity investment funds. Consequently, venture capital funds will be directed toward areas where the technologies are needed for the transformation of scientific achievements and the growth of technological innovation enterprises. Further, through market mechanisms, the central SOEs will attract commercial funds, thus promoting various types of long-term capital to focus on technological attributes, technical value, and emerging fields for effective investment.
