Entire shortfall of compensation to states will be compensated: Sources
India TV NewsDays after government announced two options for States on the issue of meeting GST compensation, Finance Ministry sources on Monday said the entire shortfall of compensation to the states irrespective of whether it is on account of GST implementation or coronavirus pandemic will be compensated. Sources also said, the revenue accruing from GST compensation cess goes to the states and the Centre cannot borrow on the security of the tax which it does not own. Centre's 2 options on meeting compensation gap The Centre late last month gave two options to the states to borrow either Rs 97,000 crore from a special window facilitated by the RBI or Rs 2.35 lakh crore from the market and has also proposed extending the compensation cess levied on luxury, demerit and sin goods beyond 2022 to repay the borrowing. Reasoning why the Centre cannot borrow to fund the shortfall, sources said that it needs to be appreciated that under the GST law, the compensation cess is a tax owned by the states.
