和评理｜践行开放合作共创美好未来：聚焦中国发展高层论坛2025年年会

当今世界，地缘政治持续紧张，经济不确定性日益突出，在这样的背景下，中国再次重申了对开放、全球合作以及可持续发展的承诺，可谓意义重大。中国国务院总理李强3月23日上午在北京出席中国发展高层论坛2025年年会开幕式并发表主旨演讲。在演讲中，李强总理提到，今年中国将经济增长目标设定为5%左右，既是源于对中国经济基础条件的深刻把握，也源于对自身治理能力和未来发展潜力的坚定信心，并表示，中国将坚定不移推进开放合作，继续敞开怀抱欢迎各国企业，进一步扩大市场准入。李强总理的讲话，强调了中国作为世界经济发展“稳定锚”的重要作用，也突出了中国在保护主义和单边主义抬头的时代背景下，坚定推进互利共赢合作的决心。中国对开放的坚定承诺，与当下美国政府奉行“美国优先”的政策形成了鲜明的对比。美国政府将关税“武器化”，并频频从多边主义合作机制中“退群”，其霸凌性质十足的单边政策扰乱了全球贸易、金融和经济的稳定，也给世界各国和企业带来了挑战。在此背景下，中国坚持倡导并践行扩大开放、共享发展，也为世界提供了一个至关重要的替代选项。本次中国发展高层论坛邀请到数百位全球知名跨国公司高管、研究人员、政府负责人以及来自世界银行、国际货币基金组织等在内的国际组织代表出席。论坛也是展示中国带来的广阔机遇，以及中国对共同发展承诺的重要平台。在开幕式上发表的主旨演讲中，李强总理提到，今年春节前后，中国经济涌现出一批现象级的亮点。电影、冰雪、文旅等消费市场热点纷呈，展现了国内经济循环的巨大潜力。以“杭州六小龙”等初创企业为代表的科技突破不断涌现，展现了创新创造的巨大能量。绿色家电、新能源产业等绿色经济蔚然成风，展现了转型发展的巨大空间。李强总理还指出，当今世界经济碎片化加剧、不稳定不确定性上升，更需要国家开放市场、企业共享资源，携手抵御风险挑战、实现共同繁荣。他也呼吁，希望企业家们做全球化的坚定维护者、推动者，齐心协力、精诚合作，抵制单边主义和保护主义，在互利互惠中实现更大发展。他表示，中国将坚定不移推进开放合作，倡导国际通行规则下的公平竞争，维护自由贸易和全球产业链供应链畅通稳定，继续敞开怀抱欢迎各国企业，进一步扩大市场准入，积极解决企业关切，帮助外资企业深度融入中国市场。中国对开放的承诺绝不只是说说而已，开放已经深深根植于中国的制度设计及长期发展规划之中。今年是中国“十四五”规划收官之年，“十四五”（2021-2025年）期间，中国在实现经济以及社会发展目标方面成就显著，而过去七十年间，中国一个个五年规划，成功地将战略规划与灵活应变融合，也证明了中国制度的独特优势。在本次主旨演讲中，李强总理也提到了中国经济发展的活力、动力，强调了对未来发展潜力的坚定信心。中国经济规模庞大，政策执行效率高、反馈能力强，这些共同形成了强大的内生增长动力。在中国经济持续强劲发展的过程中，从先进制造业和数字技术到可再生能源和绿色基础设施，新生产动能更是不断涌现。通过融入中国市场，广大跨国企业可以充分拥抱这些机遇。本次论坛上，跨国公司负责人可以与中国经济政策制定者进行面对面的交流，这也让广大跨国企业对中国政府保持经济长期稳定增长的决心和能力有了最为直观的了解。致力于解决外国企业的关切，中国扩大开放的承诺也由此得到切实体现。在本次论坛的主旨演讲中，李强总理也提到要“深化经济体制改革，不断推进全国统一大市场建设，着力打通经济循环的堵点卡点，为各类经营主体进一步营造良好发展环境，强化对企业创新创造的政策支持，增强发展内在驱动力”。这些措施，正是旨在为所有企业创造一个更公平的竞争环境。面对不确定性交织的世界，中国的稳定增长和对开放的坚定承诺，为世界点亮了一盏象征着稳定和机遇的明灯。正如李强总理所言，希望企业家们做全球化的坚定维护者、推动者。相信通过齐心协力、精诚合作，中国和国际伙伴们能够共同抵制单边主义和保护主义，一起为创造更为公平、更具包容性的全球经济体系贡献积极力量。本文编译自《中国日报》3月24日社论原标题：Path to common development requires commitment to openness and collaboration 出品：中国日报社论编辑室中国日报中文网编译：涂恬编辑：李海鹏【责任编辑：涂恬】
